Computer on network cuasing High Ping/Lantencey Issues for everyone on the router

I am running windows 7 home premium on a Multi core amd machine with 16 gigs of ram.

Just last Saturady I noticed my ping shoot through the roof while play Star Wars: The Old Republic and other online games. I then also notice streaming issues and what not from other websites I regularly visit. I ran a speed test at Speedtest.net and my ping was averaging 600-700 ms if not more and my up load was slashed.. I contacted comcast and tried to work with them.. to no success...

Today I think I narrowed it down to the computer here doing it. I have ran full virus scan, spyware and maleware checks and they came up clean..

Also this speed issues isn't imedidiate it starts out quick then starts to die out.

As for constant background stuff I run outlook and that about it other than system stuff.

Another computer on your network would not cause ping times to go up outside of your LAN. Compare ping times between computers on the network.
