computer only has blinking cursor

I have a Dell Inspirion that when powered up all I get is a blinking cursor. Any comment will be appreciated.

The title of your thread and the problem that you describe are 2 completely different things, so we don't really know what kind of help you need.

Is your Dell Inspiron a laptop/notebook or a desktop/tower?
What is the exact 7-character "service tag" number on it?
What version of Windows is it running?

The discrepancy between the thread title and the issue was caused when the thread was moved from an existing one to their own thread and the Moderator forgot to change the title. It has now been rectified.
