I think that my computer has been infected by a virus or spyware because when the computer starts, there is a notice:
"This Operation Has Been Cancelled Due To Restrictions In Effect On This Computer"

I can't find the Control Panel, I can't go onto the internet and system restore is one of many applications that my computer is restricting. :(:(

    Can anyone help me PLZ?!?!

have you tried going into safe mode and restoring from there on even a restore during boot up by hitting F8 during the boot up rightbefore windows loads it brings up a load screen one of the options is to start with last known good config.

Yes i did try that. In safe mode, i tried system restore again but i get a notice that apparently system restore has been turned off and that i can turn it on in control panel.

even in safe mode i can not access or even find the control panel.

I'd boot a live linux CD such as Sidux or Knoppix, rescue my data, then format and reinstall Windows.

IMO every computer user should always be fully prepared to wipe and reinstall their machine. Hardware dies and software gets corrupted, so get the tools and keep them handy. :)
