computer restarts once or twice

I have a Gateway 838GM desktop and my computer often shuts down by itself. What happens is that I turn the PC then when I'm doing something usually INternet browsing it restarts once then it restarts again and I get this error:

Also sometimes when I turn on the PC, it's like it's on already and the fan just keeps spiining loud but nothing displays on the screen. I would have to unplug from the back of the computer then unplug from the surge protector then wait a few minutes before turning it back on. I don't know if it's the fan, hard-drive, motherboard, memory, or power supply. Any ideas why it constantly restarts once or twice like this?

startup and recovery - settings>
under the title - system failure
untick - automatically restart

now when it crashes - it willnot restart and the blue screen should stay on the screen
post the info on the screen
it will give the errorcodes and a filename, if caused by a driver.
