Its a Samsug 40" 1080P TV and the computer is what I built which has a Phenom II black 3.4, ASUS MB, 2X 5870 HD radeons in crossfire and 8 GB of ram. Both the TV and the computer are connected to a switch which is connected to a router.

"extend my desktop over to the other TV" sounds like you mean to use the TV as a monitor. As far as I know there is no way to do that via ethernet. Depending on what ports you have on the TV and computer there are multiple ways of connecting for that, but not by ethernet.

If "stream videos from my computer to my tV without some expensive program" is a feature of the TV it may be described in the user guide. What does the user guide say about the ethernet usage?

It only talks about using a DVI and a separate audio cable to connect the two.

There's no way you can extend video over ethernet without a protocol or media converter.
