computer will not shut down

    I finished building my computer and was on windows update screen the I had a power surge. I reset the breaker and my computer was dead. I took out the power supply and opened it and the fuse that is soldered in was blown (300 watt power supply) I put in another power supply that I knew was working. I hooked everything up and I got power right away and everything fired up ok. However, no matter what I do I can NOT get it to turn off unless I unplug it. I shut it down and it just restarts, I turn off the power and it restarts. HELP!!!!!!!
