Computer won't shut down

    Hi, I have a client who's computer will not shut off or will not restart with prompt.

    OS is Win 98
    Ran spybot and adaware.
    No viruses.

    I ran into a similar issue after installing Norton AV I unistalled Norton then reinstalled and the issue stopped. However, on occasion it do it again, I simplly choose shutdown or restart again and it works, then it wont do it again for a long time, not sure if its a window glitch witn Norton or what.
