I have done everything to keep this computer off and it keeps turning its self back on after I turn it off. Please help. I have up graded from windows 98 to windows XP hoping that would fix the problem. I even got a new internet provider.

do you mean it restarts if you select shutdown, that if you turn it of with the power switch it will not stay turned off, or that it can be turned off for a while and just turn itself back on at random.

Does it seem to turn itself on at the same time every day, or not shut down as previously mentioned?

When I shut it down out of windows the computer in about 5 min will turn itself back on, like I never shut it down. The computer restarts itself.

Even before I upgrade, this computer it was still doing the same thing. I even had the modem checked out, and they told me it was windows giving me the problem so I upgraded. I didn't not reformat, I don't even know how to do that.

You click on Startup list, save it to your desktop.
Then double click it and it should unzip. After you unzip it, double click the little icon that looks like a computer and says startuplist.exe

Does your computer actully finish shutting down and actually turn itself off or is it just taking a long time to shut down and when it finishes immediately restarts.

yes, the computer shuts down all the way, and when you walk away it turns back on again.
