Concatenation: based off column

Good Morning,
I have a bit of a challenge. I have a file that shows locations with various tickets for a month.
If a locations has 2 or More Address Names, I need a column that concatenates the Workorder Ticket Numbers
I need the aggregate of the sum of the billing, the sum of the Taxes and the Total Sum, based off the Address Name.
If I add the ticket number to the Query, Each ticket number shows up as a separate row, so I lose the Total Sums I am trying to attain.
I have attached a sample of the source data as well as the desired results.

The list of addresses should exist as a separate table. The sum total of all tickets should exist in a header table. And each ticket should reside as a row in the work order details table. Your tables are not in 3rd normal form. They will give you headaches as you go along.
