I'm not a computer expert. I have (some) trouble connecting to the internet at the correct speed. I have a 56K modem. Frequently when i connect it connects at 16000, 18000, 24000. I have to log off and reconnect until I get 49333 or 50600 to make things work. Why?
I have a Compaq Prosignia 150 with windows 98. RAM was added 2 yrs ago.
It just started doing this the past 2-3 weeks.

    At times it connects ok
Other times I have to reconnect once
    Sometimes I reconnect twice.

Could be caused by a faulty modem or a noisy phoneline. Modems take a lot of damage from power spikes on the phoneline which can wear them out and make them unreliable over time.
