I'm running Windows XP and am the only person to use this computer therefore I have total privileges as administrator. However I tried to go to Display and I get a message "The system administrator has disabled the Display Control Panel." I don't remember doing this. How can I un-do? Thanks

Couple of questions for you if you don't mind?

Have you got Tweakui for XP?
Are you running Pro or Home?

    Start > Run > regedit.
    Navigate to
    [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
    AND
    [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System]

Create a new DWORD value, or modify the existing value, called "NoDispCPL" and set it = 0

The quickest solution might be a System Restore. Have you tried that?

By the way, have you run any registry cleaners previously? They can cause the "blank page" problem, but it usually affects the help files generally.

Did you happen to see any other policy restrictions in the area where you created the Control Panel policy?

Check here then to see if there are restrictions (hidden)
    Start > Run > regedit
    Navigate to:
    [HKEY_CURRENT_USER\Control Panel\don't load]
If any are found in the right hand pane (eg. inetcpl.cpl) change the value from no to YES.

If this key or the values are not present please post back

I did what you suggested on the previous post and what your last post. Everything works except in the desktop section nothing happens when I click any background icons. Customize desktop icon works as well as the color icon. Thanks...

I'm not sure I understand where you are at here and what you are doing/missing.

I think those are the default wallpaper choices you are looking at.

    Is there a restriction in:

    HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop

    such as...

    NoChangingWallPaper
