Can you explain a bit more, what you want to accomplish?

Do you want to limit the speed to a lower level than the maximum achievable by your connection? What type of connection do you have?

There is nothing easily accomplished within XP, but if your exact needs are known, there are likely some utilities available

I'd like to lower the level of speed of my uploads so I don't upload to a maximum speed.
