If Cookie Folder was deleted along with all the files, what can be done?

Welcome. First, can you provide more information? I tend to clear all my cookies routinely and think that is a good thing.

If you deleted the C:\Windows\Cookies folder Windows will recreate it the next time it starts up. Since 95% of the cookies you accumulate are data mining and site tracking, they are no great loss. There will be a few sites, such as here, that you will have to manually logon and enter your password the first time you go there after cleaning out the cookies.
