In Outlook Express, click File>Export>Messages. Click OK.
    Choose the Selected folders option.
Select Sent Items, and click OK.

This will automatically export your OE SentItems folder into your Outlook 2010

See this link for possible reasons for the issue you are facing.

In OE, Create a new folder.
Copy a few messages from Sent Items to a newly created folder
    Then Export this new folder.
See if it goes through to Outlook properly.
