I have CD RW and would like to free up some disk space by copying some program files from the hard drive to a CD. Can I do that and if I can, how?

Define what you mean by "program files" perhaps.

If you mean files belonging to installed programs, and not data created by programs, the answer is no. The installed program understands where the files are located and would not understand that some files were relocated to a removeable drive. Many program files need to be on a read-write media such as a HDD, and CD Media is not read-write. (CD-RW is Re-Writable, not Read-Write)

If you mean data files such as Word documents etc, thats fine for archiving them off the HDD.
