Could not create socket

My niece called me tonight saying she is getting the following error upon boot up
FATAL
Could not create socket.
I had her bring it up in safe mode and no error.
She is also getting an error saying windows has detected a problem with the registry and is going to fix it. It never does because she continues to get this error.
She is in a dorm and with a lan. Using T-Bird 1ghz 256 mb Windows ME.
Any ideas??

The repeating registry errors could be due to failing ram. Or in some cases there are shutdown patches that need to be applied to avoid them.

But the socket failure is usually due to some problem with DialupNetworking (DUN) or tcp/ip or whatever networking protocols are being used in her case.

The first can be reinstalled through Add/Remove programs>windows setup>communications

The second through the Control Panel Network applet.

Some times it is necessary to replace specific files such as wsock32.dll and winsock.dll
