How would one create an icon that could be sent or downloaded that would end up on a desktop and would open a browser window taking that person to my home page?

Er not too sure what you mean. Try this:
    - Go to your desktop
    - Right click --> New Shortcut
    - type in your homepage address with http:// before !!
    - Chose a name for your Icon
    - Change the icon if you wish

Is that what you wanted to know?

    It worked for me.

To make sure, in your email specify that if windows asks what the user wants it (the Icon/Shortcut) to be opened with, chose Internet Explorer.

To put it on someone's desktop would involve writing a script or some type of executable program which most e-mail systems or clients will block. You can send people a link to your web page, but it's not practical to put it on their desktops automatically.
