Can anyone recommend a good program (commercial or freeware) that allows you to create funny photos? For example, placing a child's photo on the body of an older man or placing a dog's head on a man's body. Any recommendations would be appreciated!

Any true image editor with layers and good selection tools can do that. You might start with this freeware if you don’t want to spend any money: http://www.freeserifsoftware.com/software/PhotoPlus/default.asp

If you want a good editor there are “CD only” versions of the latest Paint Shop Pro X on Ebay for around $30 and it is an excellent program.

Thank you Slipe & Wilson44512. I'll try both programs.

Depending on what you want to do with the pictures, you could also try the website www.zingfu.com. They let you upload photos and do just the kind of thing you're talking about.
