CSS and underlined links

    When I make a link to a CSS tagged phrase (with changes in font,
    weight, etc. for "hover", "click" etc), about 80% of the time, I end
    up with an underline instead. I can imitate successful cases of the
    same tag by hand, but there MUST be an automatic way to make the
    defined attributes of the CSS tag work. What might it be?

    Heres my CSS part for links for one of my sites (http://www.vbpanel.com)

    	text-decoration: underline;
    	color: #000000;

    	text-decoration: none;
