Current Win 10 update will not install

Current windows update will not fully install. Troubleshooter says looking for restart, but first goe to 'windows is being reset ant then repeats installation/uninstallation. It goes to 100%, then states that it cannot complete installation and uninstalls.

I was not trying to reset. Another program says that I am already up to date

well if windowsv doesn't allow you to update, there is only one way around it. Backup your data. Download MS Media Creation Tool. Run it to generate a USB memory stick ( all data on the stick will be removed and replaced with windows setup files) Boot the usb stick and reinstall Windows, deleting all paritions.
