Custom PC will not boot past BIOS. Freezes when I attempt.

I've been having trouble with my new PC.

Lots of BSOD and other issues led to a fresh install of 8.1. Upon launching Skyrim today I was back to blue screens and boot issues.

I can't boot to a USB.

I can't boot to my SSD with 8.1 on it.

Clearing the CMOS has helped before but no longer does.

Anyone? Please.

Parts:
- Intel i5-6500
- ASRock H170M Pro 4
- G.Skill Ripjaws V 2x4GB
- Samsung 850 Evo 250GB SSD
- Seagate Barracuda 2TB
- MSI R9 390
- EVGA Supernova G2 750W
- Windows 8.1
