Date format

I have just had my pc at work upgraded from XP to Vista, and now all my dates are in the wrong format. For example if I type in 19/11/14 on my database, it automatically changes to 14/11/2019. I've checked the global settings, and they are set to English, United Kingdom, Short date. Our IT guy has discovered the date is wrong when he checks it using the cmd prompt, but can't seem to get it to change. All previously created spreadsheets etc., have change so the dates are wrong. Any advice on how to change it in DOS?
