I have a dead hdd that is 2.5 and does not boot past bios splash screen in the laptop.

I plugged it into my USB 2.0 drive caddy (using a 2.5 to 3.5 converter) and it did not show up as anything more than a USB Mass Storage device (no drive letter and no drive type found and had a yellow exclimation mark) where working drives always load an actual drive type and drive letter.

If I put it into IDE will the bios at least see the drive for me to try and recover files off it or is this an SOL since it wasn't registering in the USB 2.0 caddy. (though other working ones do.)

Just asking before I waste the time cracking open a PC.

If it is dead in the laptop, it is probably dead where ever you install it. In otherwords if the laptop recognizes another known good HDD but not this one, you are probably SOL getting it to work in a desktop or an external case.

It will be a lot easier to recover any files, if possible, by using a 2.5" to 2.5" IDE adapter and connecting this directly to a desktop IDE controller. Many data recovery applications don't work with USB connections.
