I am running windows `98, after I delete files and then go into defrag , it will only be at 1% or 2% complete. This is after running 1 hour or more ? Got any solutions ?

    Welcome to the forum.

Boot up in safe mode - then run defrag.

To get into safe mode switch on and keep tapping the F8 key until you get the option to boot in Safe Mode. Your screen will look strange ( lack of colours ).

Let us know how you get on.

you'll see 10% for quite a while and if it hasn't been cleaned up/defragged over several months it'll take a while.
