    I could not defrag Windows\system32\shelldata\cfg\8\Re

I went to the file and deleted all items.
    They were Notepad items.
Now my comuter defrags, but I have these items in the
recycle bin and I want to know if I can safely delete them

I don't have that folder in the System32 folder so my guess is it must be related to some third party software and not the Windows OS. Anyway, I'd suggest just leaving them in the Recycle Bin for a day or two til you know your ok, then delete them.
