Desktop and taskbar refresh every time

Win10 desktop and taskbar refresh every time I open or click on an allready opened program.
This might have started after an update a few days ago, I'm not sure.
If there are a few open programs on the desktop or their icons are in the taskbar, every time I click on one of them the desktop and taskbar black out and 'refresh'.
Any help?

This is likely due to file corruption. A Windows update may have caused this to occur. It can possibly be fixed by rolling back the update using System Restore.

It may have been after an update last week.
I didn't install any programs.
I did have restore points setup but none have been made.

If you suspect it was a Windows Update that is causing this, you can go to Settings > Update and Security> Windows Update on the left > View Update History > Uninstall updates and remove them one at a time and test.

I uninstalled a few updates going back about 2 weeks but didn't help.
Still had the refresh problem. I then updated to install them again.
I then went into safe mode with networking and the refresh problem disappeared. I am still in safe mode but I don't know what to do now.
