desktop icons not working

    I rebooted my computer this morning and my desktop icons do not work .Cannot access system to restore. I have windows XP . Cannot access control panel either. Always have FileCure show up And will not let me in!
    The window that pops up looks like this
    File Cure
    You are trying to open this file
    file name-----
    to open this file, windows needs to know what program to use. What do you want to do?
    0Use file Cure to mange this type of file
    0Use windows to manage this type of file
    OK Cancel


    However none of these options will open any file. Please Help?
    Computer is 5 years old DEll model E520

    I am not able to download and save hijack this to my desktop. It will not open if I do.

    I have discovered another problem .All my programs have .INk at end of them . So naturally they do not open
