Diagnostic Policy Service is not running

    Hey there my computer (Toshiba Satellite Windows 7) has been freezing and overheating to death since I bought it
    but after a recent automatic shutdown (not overheated) I rebooted to find myself unable to connect to the web.
    When I try to connect it says the connection was unsuccessful and gives me the option of troubleshoot problems.
    I click on that and "The diagnostics policy service is not running."
