When trying to download DirectX, it goes to 99% and stops. I was told by "E' Machine help desk that I might need a video card (PCI or PCI-E). Was that good advice and which card should I purchase?

You should already have a video card, maybe they just told you to purchase a new one. It depends on your system as to what you should get.

Try finding out your current card's information by going to Start > Run > Dxdiag. Works on my windows OS, not sure about others. You'll be able to find out your video card's information there. Google it and find the website, then update your drivers.
