DirectX Diagnostic Tool Errors

I ran my Driect X to test things out and got these messages.
" An error occurred while setting yourdisplay to 640X480 mode with 16 bit color (high color)."

"Your computer may not support this mode."

"This is not nessarily a problem, though some programs may not work without support for this mode."

3D TEST:

"Test failed at step 39 (set display mode to 640X480X16)"
HRESULT= 0x80004001 (not implemented)"

"Test failed at step 8 crating 3D device"
HRESULT = 0X88760827 (error code)

"Test failed at step 8 creating 3D device" HRESULT = 0X8876086c (error code)



OS: XP Home

Processor: AMD Athon XP2400+,3DNOW,2.0GHz

Memory: 1008MB RAM

DirectX Ver.: DirectX 9.0c



Card name: Gigabyte RADEON 9200SE SERIES
Manufacturer: ATI Technologies Inc.
Chip type: RADEON 9200 SE AGP (0x5964)

ALSO.
When the 'puter is powering up and the black screen scrolls through all the data,I get this maessage at the bottom.

"Hardware monitor found an error, enter power setup menu for details."
"Press F1 to continue."

Help?
