DirectX/DirectDraw not working?

    For some reason, my computer, more specifically PowerDVD, won't play dvd's, and i can't seem to play some games anymore. When using the DVD player, i recieve the message, "The current display mode is not supported, DirectDraw overlay is recommended." and when trying to play a game, i recieved the message, "DirectDraw failed to initialize." I fixed this once, using System Restore with XP, but it has been too long and that was more of a pain to bring back everything on my computer. Any help with this would be appreciated. Also, on a side note, is there anyway to bring back the restart function in XP? Only in safe mode will it ever truly restart, otherwise i have to manually turn the thing back on.
