Disable multiple monitors and video adapter installation in Win XP?

    I need to disable the use of multiple monitors in Windows XP, preferrably through Group Policy, but I haven't been able to find any way of doing that. I don't want to shut the users out of Control Panel or Display Settings entirely, but I need to prevent them from installing second monitors. Is there any way to do this?

    Secondly, my users are bold and persistent little devils...if unable to attach a second monitor they're likely to open the case right up and try to install a second AGP card. So I'd like to prevent that from working too. I can't shut off PnP detection entirely, and there's no way to disable the AGP port in the bios....I suppose I could disable it in Windows if I can't find a stealthier way.

    Any ideas?
