Disabling HTTP access

Does anyone know how to disable http access on a workstation? My manager called Qwest the other day in regards to a problem we were having with our frame relay. Seems that we have some people at another site using the internet when they aren't supposed to be, causing the system to slow down and have packet loss. The guy he talked to said there was a way from the command prompt to disable a users access to http. I know you can from the router, but can you also do it on each PC? I contacted them today and Qwest said you had to disable it at the router, and he wasn't sure if you could do it from the prompt or not. (obviously a different guy than the one my coworker talked to)
