Disabling Windows Firewall

This may sound stupid, but I can't disable Windows Firewall. I have set up internet connections between the machine running Xp and one running Windows 98, but cannot get through the Network Setup Wizard, to enable file and printer sharing. I follow all advice on how to disable Windows Firewall, but somehow during the wizard it becomes enabled again. What might I be doing wrong?

Ok open up my connections from control panel you will see one lighted up connection right.

From there right click on it and than click on advance and turn of the firewall.
