right, I have deleted everything on my computer related to norton, their programs do not show up in program files/data folders, nor in the uninstall programs menu, yet minitoolbox still says i have norton 360 installed. any ideas?

ran removenorton tool as admin, also reset the proxies on IE and firefox like you suggested

testing a few webpages, same error messages as before, a combination of DNS lookup failed, took to long to respond and Chrome could not find 'x'

Update your network drivers with drivermax just make sure to uncheck anything that comes with drivermax when installing.

If that does not work then I am thinking that you might have malware on your machine.
