DNSServerSearchOrder Failed

I have Comcast Internet service. Network diagnostics say that my DNSSERVERSEARCHORDER failed. Details show 4 packets sent, 1 received or even 0 received. Both the primary DNS 75.75.75.75 and the secondary 75.75.76.76 have the problem. Sometimes the problem goes away. Then it comes back. So my internet response is spotty -- at times very fast and at times no response at all for minutes at a time.

Could this be a problem with my modem or my PC? Or is it at Comcast?
