Do you need ICS in this case?
Network setup is cable modem > router > connected to router is one XP and one ME. The question is did I need to use Internet Connection Sharing Wizard from XP? I have used it and the XP works fine, the ME can ping addresses but browsing with IE6 does NOT display any pages.

You do NOT use ICS in any flavor with a broadband router! You want to uninstall any traces of it post haste! :)

I believe you also need to go into the ME configuration and just set TCP/IP to automatically obtain it's IP and DNS addresses.

And because your router and ICS are giving out DHCP addresses, you are going to get some weird issues with that.
