I got this info from WinPatrol Plus.

    Microsoft Intellimouse monitor - IPOINT.EXE

Ipoint.exe installs with Microsoft's Intellipoint software for their Intellimouse series of mice. This Intellipoint software can be safely removed via the "Add/Remove Programs" icon in the Control Panel, because most of the standard Intellipoint features have been integrated into the Windows 98/me/XP/2000 operating systems.

Troubleshooting information and updates can be found in the Microsoft Knowledgebase.
