Does anyone know of any software out there that would allow someone to set up a domain controller on a desktop machine running either Windows XP or Linux?

Well it is PDC emulator, not active Directory. It is still LDAP and Kerberos though, what are you trying to do? You can install a VMware player on your desktop and run a server instance on it. Does that help?

Is it possible for a PC to be a member of two domains?

If there is a trust between the two domains you can logon to ether one.
