Can Dos boot without a keyboard?

    No

You'll get an error message..."keyboard not detected...hit F1 to continue"......rather difficult to do without a keyboard.

Actually, that is a function of the BIOS on the computer, not the OS. If the BIOS will allow booting without a keyboard, than the OS won't care either.
