Setting up a village? What does that mean, exactly? How will a download manager help the village?

Any of the download managers on my list above will help.

After checking for spyware/malware, and then determining that the modem has no issues(or switching for a new one), call the ISP and ask them if they are having any problems, to first eliminate that possibility. Then call the phone company, and don't mention anything about your internet/dial-up, but just raise a big stink about your phone service, saying that you frequently hear a lot of static when thalking to people and that at times it is difficult for you to carry on a conversation, and insist that they come out and replace the outside and inside lines and connections.
