Download Throttling help - Slow downloads

Hello! Thanks for helping me.

Recently my downloads have slowed right down to a point where they are 10kb's a second, now usually I would get 1.3mb's for downloading. If I use the internet, stream movies off netflix, download apps off my phone, the internet is perfectly fine. But for some reason on my PC they are very slow. i have tried a speedtest and I get the usual, 10mb/s down and 1.2-1.3mb/s up. I checked my wireless adapter connection and it is 39mb/s, any suggestions? I tried a VPN, connected to LA (im in australia) and i get 500kb/s but not the full speed.

  • PC only has the issue of slow downloads 10kbps
  • Phone works perfectly - can you do a speedtest on the phone http://speedof.me/
  • Speed test on the PC however, indicates you are getting 10mbps on the LAN setting
  • Speed test on the PC usng wireless indicates you are getting a speed of 39mbps
  • BUT and heres my confusion - you say you normally get 1.3mbps
we are talking Bits and not Bytes for these measurements - they are consistant

What speed are you paying for and what has the ISP told you to expect to get typically ?

Do you only have the one PC ?
what other devices are connected?

lets do a tcp/ip reset
and then see a speedtest for the PC when connected to the router by a cable LAN
then disconnect the cable and do a speedtest with just the wireless enabled

For Windows 8 or Windows 10
To open a Cmd Prompt or an Administrator Cmd prompt from the Desktop.
Use Windows + X Keys together and choose Command Prompt (Admin) from the list.
Or Right click on the windows icon - bottom left hand side - A menu appears - choose Command Prompt (Admin)

For windows version, XP, Vista, W7
Hold the Windows key and press R
Now type CMD
Now press Enter to open a command prompt box (A new dialogue box - black with white font, will appear on screen ):​
In the command prompt window that opens, type the following commands:

Note: Type only the text in bold and red for the following commands.

  • Reset WINSOCK entries to installation defaults: netsh winsock reset catalog and press enter
  • Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log and press enter
  • Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log and press enter
ReStart (reboot) the machine.

If you receive the message
The requested operation requires elevation.
Then please open the command prompt as administrator - as requested above
Start> Programs> Accessories> and right click on Command Prompt, select "Run as Administrator" to open a command prompt box
(A new dialogue box - black with white font, will appear on screen )​
Please note and post back - if you receive the following message :-
Resetting , failed. - This error will occur with windows 10 , so ignore.
Access is denied. - This error will occur with windows 8 and windows 10 , so ignore.
But running TCP/IP reset still can resolve issues , even with the above errors.

please post back the results in a reply here - its important we know that these commands have worked correctly and not produced any errors
right click in the command prompt box

enter
control key + C key - to copy
then reply here and
control key + V to paste​

Thank you for a detailed reply, here are my responses :

I am paying $89 a month for 10mbps down and 1 Mbps up. ISP says the same.

We have a total of 4 PC's in the house.
5 Mobiles connected, 2 tablets, PS3/4 Wii U.

I completed the TCP/IP resets and here are my results. All with success.

Ethernet - 10.43 Mbps download and 1.41 Mbps upload

Wireless COMPUTER - 8.46 Mbps download and 1.33 Mbps upload
Wireless PHONE - 10.45 Mbps download and 1.40 Mbps upload

Wireless can vary a lot depending on distance, obstacles and interference

As you have 4 PCs in the house
How are they connected to the router ?

and given the above results

the other 3 PC's connected to router via cabal, mine is wifi, but they arent on.

Im downloading game in steam and getting a speed of 100kb's roughly
I should be getting at least 900kb's or 1 mbps

I am downloading via Steam, getting roughly 100-200kbs. Which I shouldn't. I even tried updating my GTAV using its client and I still get the same speed as to Steam. And to make sure I downloaded a few things off Firefox still the same speed.
3-4 days ago I got 1mbps.

I don't have any torrenting software installed on my computer nor online cloud backups.

I am paying $89 a month for 10mbps down and 1 Mbps up. ISP says the same.
I think if you were to check, you are to get "Up To" 10 Mbps down and 1 Mbps up.
So you are getting what you are paying for "0 to 10 Mbps".

Alright but this is the problem MY computer downloads at 100-200 kbs while my phone/other computers download at 1.2-1.3 mbps.

If I steam Netflix or simply browse on my computer it's full speed in loading pages and streaming.

What I'm asking is why is my computer downloading at a slower rate compared to other devices, and QOS isn't enabled.

How old is this computer?
The network card and/or Wi-Fi device within the computer just may have been built when they still used slower devices. At one time a 10/100 network card was fast, but with the todays High Speed they are just slow. My XP machines has a 10/100 card and on the router it even has a yellow light near the connecting port, while all of the others are green.

I have even seen with different OS's on the same machine (dual boot) the speeds were different.
