Downloads jumping to completion

This is more of a question than a problem. I'm not sure how long it has been like this but I think it has been happening for at least a year now. When I download a file with either Firefox or Internet Explorer 8, the download progress bar will start creeping along at its usual speed, then all of a sudden usually about half way through it will jump to the end and the kBps will skyrocket.

It's almost as if some sort of cache system somewhere is thinking 'I've seen this file before, so let's download the rest from the cache', but this happens even with files that I have never downloaded before. And even if the cache was at my ISP, the ADSL line to my ISP is not capable of going that fast.

I was trying to check the speed of my broadband by downloading a sample file but this makes it an inaccurate test. In fact even speedtest.net sometimes skyrockets.
