    Check this solution.
Cannot drag/drop icons or files on desktop or in windows explorer.
You can right click the Start button and select Properties. On the Start Menu tab, click Customize button. Advanced tab> under start menu items:
    check:
    Enable dragging and dropping.
Then OK and Apply, but I don't think this is your problem.

    For Classic Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Enable the option "Enable Dragging and Dropping."

    For New Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Click "Advanced" tab and enable the option "Enable Dragging and Dropping."

    If no luck, try this:

    1. Check your mouse! (paying special attention to the wheel)
    2. Check for viruses/trojans, etc ..

oh, forgot #3. Check the mouse driver too. (really, replace your mouse and just make certain it isn't something that simple) :)

there are no other mice in my house but just to clarify i still can move files from desktop to desktop folder while the folder window is open on screen

I tried Augie65's idea which didnt work, i tried doing the start menu thing but d&d was enabled, looked for updates for driver and scanned for viruses.

It might be the mouse being it is the very cheap kind you get free with computers and im going to buy a new mouse soon so ill have to see what happens
