If so, try this:
Start - Run - type "regedit" [without the quotes], and press Enter.
Now navigate here:
1. Back it up, just in case:
- Highlight "Policies"
- FILE - EXPORT
- Name it what you want, and save it in a folder of your choice.
2. Now, Delete the SYSTEM folder under properties.
3. Go into the EXPLORER folder, and delete the "noactivedesktop" key.
Exit regedit, and reboot.
