I have two drives in which I took the data from C and restructured it into new folders and sub-folders on I. If I look at a sync report, I get a whole lot of file create, delete, and folder create/delete. I would like to have something that would ignore the folder structures and give me a report of what files are in C: that aren't in I:. Is this possible?

You could use Karen's Directory Printer to make a text file list of all the files on C and another list of the files on I.

Then do a DOS sort on each list, which would be Sort input.txt /o sorted.txt.

Use WinMerge to compare the lists.
