Drop-down menus/page navigation with keyboard not functioning?

For the past few weeks I've been experiencing errors on websites. Links that should normally trigger a drop-down menu (or similar floating window) no longer do so, as well as the option to switch pages via the arrow keys on some websites. Possibly unrelated but I also have been using the Avast! Chrome extension to block websites from tracking me, but instead of normally showing a green icon to show the site I'm on is rated positively, it's a neutral grey all the time. It no longer connects the site I'm on to the information it should already have.

My issues started occurring after I had downloaded a program that forcefully installed a bunch of garbageware and viruses. I used a couple virus scanners and CCleaner to get rid of everything (as well as the program), and everything seemed to be back to normal... with the exception of these browser issues!

I've tried turning off all of my extensions, I've uninstalled/reinstalled chrome, I've even tried using other browsers, but nothing changes.

As far as I can tell, my laptop isn't recognizing whatever kind of script(?) used to make those links work.
