I have a used WD enchanced IDE hard drive that I wish to install windows xp on and have no idea where to start.

Most threads on the web talks about installing dual OS on one hard drive and almost none on how to use dual OS with 2 separate drives (SATA + IDE)

So how do I install XP on the IDE hard drive and how to boot XP or Vista when I want?

Have you read the Locked threads at the top of the list on the Vista Forum(http://forums.techguy.org/75-windows-vista/) ?
There you will find all you need to know, there is NO difference between using "Partitions" and separate drives.
