{Duplicate} - 'Always On Top' Issue

I'm not definate as to the cause of this, but it happened pretty close after installing TweakUI.

When pressing "CTRL" on its own while any explorer or application window is active, Windows 2000 makes it "always on top". This would be a useful feature if you could actually deactivate it without having to close the window/application and reopen it.

Has anyone else experienced this "feature"? It's not documented anywhere in the help of win2k, I initially thought it might be an accessibility feature, but its not.

Any help / solutions would be appreciated.
