DVD ROM has playback issues

    I am not sure if this is a hardware problem or software related but here goes.

    My DVD ROM "glithces" when I play a DVD in it. It will play fine for a little bit then it starts stopping while playing the movie. It will freeeze then continue, freeze then continue. I am using InterVideo WinDVD 4 as my player. I try using Windows Media Player but it always tells me I cannot play a DVD need some codec or something. Any ideas?

    Maxtor 80 GB 7200 RPM Ultra ATA 133
    Maxtor 120 GB 7200 RPM Ultra ATA 133
    I forget the brand of the DVD ROM. I believe it is an EPO. 16x
